I need help turning my synopsis into a query letter that actually gets responses. Here's what I have:

Synopsis: In 1943 Prague, Helena Moravec discovers her father's maps contain coded resistance messages. When the Gestapo arrests him, she must decode his final map to locate a cache of forged documents that could save dozens of Jewish families. But the map leads her into the heart of Nazi headquarters, where one wrong step means death for everyone she's trying to save.
I've been getting form rejections and I think my current query is too much plot summary. The story has real stakes but I can't seem to capture that urgency in my pitch.
